Abstract

This study is motivated by the shift in zakat distribution from consumptive assistance toward productive programs aimed at improving mustahik welfare. The research aims to analyze the differing views of Didin Hafiduddin and Masdar Farid Mas‘udi regarding the authority responsible for zakat management and its relevance to optimizing productive zakat. This study employs a descriptive-comparative method using content analysis, with data collected through literature review from the works of both scholars and studies related to productive zakat. The results indicate that Didin emphasizes zakat management through government-authorized institutions, while Masdar argues that the state should hold full authority over zakat administration. The discussion shows that each perspective carries distinct implications for the effectiveness of productive zakat distribution, yet both highlight the importance of strong and professional governance to enhance mustahik economic empowerment and overall welfare.
